2. INTRODUCTION
NDZOMO ABANDA Gilbert was mandated by the President of F7 who was unavoidably absent to preside over the 2022 Annual General Assembly of F7 held in Ebolowa at «HOTEL 6eme Sens» hosted by the Centre/South/East Antenna of the Association from the 25th to the 27th of November 2022 under the theme «Pooling efforts in human and financial resources to build the future». The General Assembly (GA) started with a prayer at 10h45 instead of 8h00 as previously scheduled due to some logistic shortcomings.
A total of 37 members of F7 took part in the deliberations of this 5th annual General Assembly, with 25 present in Ebolowa and 12 participated through Visio Conferencing. The agenda and attendance list of the 2022 GA are enclosed below. No special invitee attended the GA, but the wife of Ngokoy attended as a sympathiser.
After the general presentation of members, the moderator Liboum introduced the GA bureau made up of:
- President: Ndzomo Abanda Gilbert. • Moderator: Liboum Bona Yem;
- Secretary: Tchatat Max.
- Assistant Secretary: Deba Sampson.
The Vice President of F7 reminded to the GA 2022 President on the gender biased , and is made up of only men. The President in response said the bureau of F7 has already two dynamic women as the Vice President and the Treasurer of F7 and who are all present in the AG 2022, so the ladies are highly represented.
In his welcome speech, the President of F7 in the person of ESSOMBA Herman participating through Visio conferencing from Lusaka, Zambia, said that our association is already 5yrs old and is growing from strength to strength. The GA is far from being a statutory obligation for F7, but a unique opportunity for all F7 to meet every year and chat the way forward for a group which is seeking means to grow. He continued by saying that the F7 2022 General Assembly aims to maintain the course of the efforts already underway to spur the whole group to more dynamism and to awaken the dormant or doubtful members to get involved financially and physically for a definite take-off of our dear association.
As a prelude to the deliberations of the AG, the President highlighted two important points:
- Membership: The President stipulated that only about 60 F7 are active members of the association and only about 50% of this number have completed their social dues;
- F7 Consulting: The President talked about F7 consulting as a means for F7 to expand her actions in the field and become financially autonomous. The idea of creating a consulting firm was brought up in the GA that was held in Dschang in 2021 and a working group was put in place to brainstorm on the modalities. Today this working group has come up with draft working documents to enable us to deliberate and adopt what is suitable for us.
The president reminded participants that F7 is an exemplary association and with this, the participants of the GA are called upon to exhibit very responsible behaviours during this gathering. That all excesses of any kind are forbidden from who so ever.
He ended his welcome speech by announcing a special bonus of 15,000frs to certain devoted members of F7 participating in the 2022 GA and coming outside the host antenna and who have completed their statutory financial contributions.
After this brief speech by the President, a short break for breakfast was observed.
3. PRESENTATION OF THE ACTIVITY REPORTS OF THE LAST ANNUAL MEETING AND THE F7 ANTENNAE
Upon resumption, the 2021 GA report, GA held in Dschang, was presented including the activity reports of all the 04 antennae of F7. The following members presented their reports:
- Max Tchatat for the minutes of 2021 GA.
- Divine Ngala for the Centre/South/East Antenna.
- Pelagie Ngo Mawo for the Littoral/Southwest.
- Ngo Koy Patrick for the Grand North Antenna.
- Temgoua Lucie for the West/Northwest Antenna and
- Munki Bertrand for the Diaspora.
Starting with the host antenna, their annual plan of action was presented, and many activities were carried out notably the social action that was made by the antenna to privilege children in an orphanage in Yaoundé. They promised to continue assisting the underprivileged.
The Littoral/Southwest Antenna carried out no activity and the President of the Antenna informed the GA that she is absent from the Ebolowa gathering because she had an accident.
The Grand North also did not carry out any activity. Members are demotivated. This is illustrated by the fact that out of 13 members, only 3 have paid their annual dues.
In the Northwest/West antenna no activity was also carried out. The President stated that there are just 03 active members in the antenna. The report for the rehabilitation of the fishponds of FASA financed by FASA7 during the 2021 GA was to be presented by Djoussi Merlin who unfortunately was in Canada. This report will be presented in due course as soon as it is made available.
The representative of the diaspora stated that there is no active platform for the diaspora, but as he happens to take part in the 2022 GA, he has a statement to make. In his presentation, out of passion and joy to have met with classmates 20 years after we separated in Dschang, he could not hold back his emotions and burst into tears of joy. He said he is happy to feel the warmth of being together with classmates again. He is now a businessman and ships containers with all sorts of things to Cameroon from the USA. That the knowledge he acquired from FASA is permitting him to go on with his business in the USA and the diploma he obtained from FASA is equivalent to a Master degree in the USA.
These different presentations were followed by debates and reactions from the general assembly. Many preoccupations were raised among them:
- None respect for meeting dates and times for the Centre/South/East antenna.
- Lack of communication amongst members of the different antennae notably Grand North and Littoral/Southwest.
- Demotivation of members and poor financial contribution of members.
- Annual action plan for various antennae not harmonised.
- Lack of finances to carry out planned activities: The functioning budget is concentrated in the bureau of F7, and antennae don’t have access to the functioning budget to run their activities.
At the end of the presentations on the various antennae, the following recommendations were proposed:
- The Presidents of antennae were requested to create whatsapp groups so that they can be in contact with each member. The database for members is existing, so presidents can consult it through Sol to update the list of members of their various antennae.
- The Presidents of antenna are requested to carry on one-on-one sensitization just as is done by the National President to encourage members to pay their dues.
- Presidents of antennae are requested to consult the action plan already elaborated for FASA7 amd adopt an annual work plan suitable for their antennae as is already done by the Centre/South/East antenna. This will allow them to have a harmonised presentation in their reports.
- The National President was requested together with the rest of the FASA 7 bureau to decide on the amount of the functioning budget allocated to each antenna.
3.1. Finance point
The treasurer took the floor to present the financial situation of FASA 7 as of November 2022. Her presentation was so detailed and applauded by all the participants of the 2022 GA. The balance sheet of the account was largely positive and stands at about 4.8 million francs CFA. You’ll find in the annex the detailed finance report.
3.2. Report for the rehabilitation of the fishponds of fasa financed by f7
Temgoua Lucie informed the GA that the report for the rehabilitation of the Fishponds of FASA financed by FASA 7 is now available. She was given the floor to present the report. From her report, 20 fishponds were rehabilitated, 9 of them have been used by Masters Students on research in aquaculture and 11 have problems of leakages and are being monitored. Her presentation was highly saluted by the GA.
Some recommendations were made to improve the visibility of the actions undertaken by FASA 7.
- The water containers used in the fishponds should carry the FASA 7 logo and
- The student on research should acknowledge FASA 7 in the thesis so that it can serve FASA 7 in the future for solicitations of funds and consultations.
3.3. Presentation of the f7 projects ideas
Some projects were presented by F7 members: Sime Antoine (Agricultural project of Tomatoes and Watermelons), Patrice Takoudjou (Development of natural fertilisers for agriculture), Liboum Mbonayem (An idea to create a microfinance institution of F7).
Antoine presented an agricultural project which can be financed by F7. He structured his presentation on six points as follows: an introduction, description of tomatoes, description of watermelons, main difficulties in the production of vegetable products, running account of the two crops, and Investment simulation over 5 years.
Liboum presented the idea of creating a microfinance institution. He considered that with the capacity of financial mobilization of the actual bureau of F7, it is possible to reflect on a business project that will help the F7 members in 5 or 10 years to prepare for their retirement with less stress.
Takoudjou presented an interesting project on how to produce natural fertilisers for producers. The actual situation of the crisis between Ukraine & Russia made the price of fertilisers coming from these countries very expensive. It is not easy for our producers to buy the fertilisers coming from these countries. The solution for our country and even Africa is to produce natural fertilisers. Patrick presented some fertilisers that he produces, but he lacks much information on how to make this idea a business for F7.
After their brilliant presentations, several questions were raised to understand their projects and the session ended with some recommendations:
- Focus groups need to be set up to examine field issues of all these project ideas, the sales strategy, responsible for the various outputs (financial management, production, processing, environment)
- For the natural fertiliser project, M. Ndzomo Abanda asked Patrick Takoudjou to see him at PNUD to put him in contact with the project manager of ‘’Youth Connect” project who will help him to develop a good business plan and help him to protect his idea at the OAPI
- For the idea to create a microfinance institution, maybe it would be great if we begin by an internal #Tontine# and reach later to a microfinance institution.
- It would be also great if we can ask to an expert of microfinance a feasibility study
3.4. Presentation of the committee designated to reflect on the creation of an f7
consulting cabinet
This committee designated to reflect on the creation of an F7 Consulting Cabinet was presided by Lawoumaye. But he wasn’t present at the GA, then Antoine Sime, a member of this Committee presented their report.
The main idea was that after the consultation of many types of cabinets, they opted finally for F7 to create a #SARL# with the proposed the name F7 Consulting Sarl.
This name of the cabinet has been adopted by the general assembly. We decided to create this cabinet the first week of January 2023 to profit from the tax issues.
3.5. Evaluation of F7's 2022 action plan and projection
The F7 action plan for 2022 has been presented and evaluated on what has been done or not All the activities non realized in 2022 have been postponed to 2023 action plan. Standard activities of F7 have been taken for 2023.
A recommendation has been made regarding the regional coordinator of F7 in the antennae to be inspired by the Caneva of the activities of this action plan to develop their activities per region. They also must be inspired by the F7 annual activity report of Centre – South – East directed by the President Divine Tombuh Gala.
The action plan evaluated is in the annex of this report.
3.6. F7 2022 awards
In 2022, many F7 members show their capacity to work for our association, giving their time for the enhancement of the association were awarded. The President of F7, Mr Essomba Hermann took the floor to explain why these awards are important. He thanked all the active members of F7 and encouraged them to continue in the same way for the success of our association.
The distribution of these awards was supervised by the GA president and the moderator with success.
Before closing the general assembly, the floor has been given to Mr Edang Noa Yves Telesphore to explain to the participant how #EBOLOWA BY NIGHT# has been organized.

Le présent plan d’action s’est adossé sur la vision globale de F7 qui est de « Parvenir à la mise en place d’un réseau potentiellement fort rassemblant sans distinction aucune, tous les anciens étudiants de la 7ème promotion de la Faculté d’Agronomie et des Sciences Agricoles (FASA) de l’Université de Dschang où qu’ils se trouvent dans le monde, en vue consolider des liens de solidarité entre eux et de contribuer à l’amélioration de la croissance économique ainsi qu’au développement durable du Cameroun ».
Il trouve aussi son ancrage dans les différents axes stratégiques qui vont permettre de décliner les activités, les actions, les tâches et les ressources nécessaires, ainsi que l’indique le tableau ci-dessous :
Il est question ici de revisiter lesdites actions/ activités planifiées, d’identifier celles qui ont été réalisées, celles qui ne l’ont pas été et de se projeter sur 2022.
